- Based on continuing to expand the stories in existing areas and storylines, let those familiar characters return.
- Make the new story content more focused on iconic ESO organizations, such as Dark Brotherhood, Thieves Guild, Fighters Guild, and Mages Guild.
- Divide a large area into multiple for updating.
